The workshop will discuss the significance and challenges of innovation procurement in the public sector. Speakers will share their experiences regarding the procurement process, as well as political, economic, and practical aspects. The event will conclude with a panel discussion, where experts will analyze the key challenges and opportunities for successfully implementing the partnership procedure.
The goal of the event is to provide information about the partnership procedure within innovative procurement, ensuring representation from relevant stakeholders, including LIAA, the State Chancellery, the Procurement Monitoring Bureau, the Ministry of Economics, the Ministry of Finance, and others. The discussion will cover Latvia's existing experience with partnership procedures, identifying issues, and exploring potential solutions and improvements for the future implementation of innovative procurement.
Innovation procurement can be an effective tool for enhancing public service efficiency while addressing societal challenges in areas such as mobility, digitalization, healthcare, and accessibility of public services. It provides opportunities for businesses and the private sector to explore and commercialize ideas, enter new markets, and strengthen competencies and human capital capacity.
The innovation partnership procedure is used to establish a long-term innovation partnership for the development and future acquisition of a new innovative product, service, or construction work. It encompasses both scientific research solutions and the delivery of final products on a commercial scale. This instrument is designed to better align with the needs of innovation procurement while increasing legal certainty and reducing innovation-related risks.
LIAA offers support to Latvian businesses, promoting the creation and commercialization of innovative products through innovation procurement. Support is available for new products and services developed within the framework of innovation procurement. Businesses can receive a grant covering up to 50% of the procurement contract value, with a maximum amount of €50,000, to cover costs related to experimental development, certification, and testing services.
